The need to increase the efficiency of customs control, simplify customs procedures and reduce the time of customs operations led to the transition to electronic document management and the introduction of electronic customs declaration. The experience of customs authorities shows that today electronic declaration networks are one of the main ways to accelerate the process of customs operations, in which both customs authorities and participants in foreign economic activity are interested. The issuance of electronic signatures for electronic declaration is carried out by an authorized certification center. The main work of the certification authority is to identify users and their requests for electronic signature certificates, issue certificates to users, verify the authenticity of certificates, verify the certificate, revoke or revoke certificates, maintain a list of revoked certificates [1, p. 8-9].

There is no single methodology in the formation of a system for the provision of services by certification centers in the electronic declaration system. The procedure for connecting to the electronic declaration system in different countries has significant differences. In the European and American systems, there is no link in the form of a Certification Center for the issuance of electronic signatures for the purposes of customs declaration. Mechanism of ocasanization of services by the insuring centers in the system of electronic declaring represents the soboy sovokupnost of frequent methods, programmable sredstva and information-technical possibilities, kotorye ispolzuyutsya functional-structural irritations of the indoctrusive centers for the satisfaction of the needs of participants in the internal economic deyatelnost. The service provided by certification centers in the electronic declaration system consists of a number of different operations provided by certification centers to participants in foreign economic activity to connect to the electronic declaration system and is manifested in the implementation of the processes that make up the service as a whole, which is aimed at maximizing the satisfaction of consumer needs and is competitive.
The introduction of an improved mechanism for the provision of services by certification centers in the electronic declaration system will optimize their activities, taking into account the territorial structure of the services market, the procedure for the interaction of structural units and the use of information technologies in the process of providing services by certification centers. This will make it possible to introduce automation, ensure the availability of the use of the initial request service, expand the range of services that are provided by certification centers continuously after the provision of services for issuing an electronic declaration, which will increase the level of quality of the services provided [2, p. 9-10].
In order to increase the efficiency of using the potential of certification centers in the field of providing services to a participant in foreign economic activity, it is necessary to create a mechanism for providing a comprehensive service from obtaining an electronic signature to connecting to the automated system of external access of the customs service of Ukraine. The concept of a mechanism for the provision of such a service by certification centers in the electronic declaration system involves the implementation of the following activities: the creation of a convenient and intuitive interface for interaction with the client, as well as the automation of the initial appeal processes; providing favorable conditions for participants in foreign economic activity to receive electronic signatures on the spot (in the regions), that is, regional development is required; provision of a range of services for connecting participants of foreign economic activity to the electronic declaration system and further support of the participant of foreign economic activity. The methodology for the provision of services by certification centers in the electronic declaration system involves the consistent performance of certain operations carried out by certification centers, starting from the initial application of a participant in foreign economic activity for obtaining electronic signatures, to the final connection of a participant in foreign economic activity to the automated system of external access of the customs service of Ukraine and further support. The mechanism for the provision of services by certification centers developed by scientists in the electronic declaration system and the methodology for providing services exclude the participation of intermediaries (for obtaining electronic signatures, for connecting to an information operator), and also streamline organizational interaction, which helps to increase the level of customer satisfaction from the services received, improve the quality of services and reduce costs. The proposed measures allow: to automate the initial appeal of a participant in foreign economic activity for a service in certification centers, with a minimum time and information component; establish contractual relations for the provision of services by certification centers; issue and issue electronic signatures in the regions of Ukraine; establish contractual relations for the provision of information operator services; to connect and carry out services to participants of foreign economic activity for the transmission of data in electronic form to the customs service of Ukraine through secure communication channels.

Assessment of the quality of services provided by certification centers is to determine the sequence of calculations and assessments to determine the levels of the following indicators: the usefulness of the service provided by certification centers to the participant of foreign economic activity, the timeliness and efficiency of the provision of services by certification centers to participants in foreign economic activity, satisfaction with the quality of service provision, accessibility and openness of the service by certification centers, culture Service. It should be noted that each of these indicators includes specific indicators for assessing the quality of services provided by certification centers to participants in foreign economic activity when connecting to the electronic declaration system. In contrast to the standard structure of certification centers authorized to issue electronic signatures for electronic declaration, three new structural elements appear: the registration WEB-form (automation program for the initial appeal), the group of regional development of sales and advanced technologies, the department of electronic provision of information [3, p. 115-116].
Thus, in the course of the study, it was established that the mechanism for providing services by certification centers for electronic declaration needs to be improved, which will allow participants in foreign economic activity to receive a better service, and the connection process itself will be less expensive and the total time for connecting to the automated system of customs authorities will be reduced. In order to reduce costs and improve the quality of services, it is required to provide a range of services to participants in foreign economic activity to connect to the electronic declaration system.
